Can the batteries be changed for more use?

They can be replaced. The ones we carry from Gund has a compartment where you can unscrew and swap out batteries.

Is this 10 inches tall from the sitting position or from foot to top of hat?

GUND Animated Happy Birthday Teddy Bear is 10 inches tall from sitting position.

Does it have a on/off switch?

Not a separate switch, but you press the paw to turn it on and you can press the paw at any time to turn it off - so you basically can turn it on and off at any time. Love the bear!!!
