Yes it will work on garlic and onion odors. You'll need to use two Plinks instead of one. Run the garbage disposal with hot water for one minute. This is to make sure there is no food. Then drop 2 Plinks in (one at a time) while the water is still running in the garbage disposal. Turn the water off. Enjoy the fresh lemon smell coming from the sink. :-)

do these foam up into the sink like some other cleaners do?

They don't foam up; in fact, they don't do much of anything but emit a lemon smell for two minutes.
