I am looking for a triangular burnisher. What is the difference between this tool and a burnisher?

This tool, a machinist's scraper, as the first reponder said, usually removes metal.  Burnishing, I think, is more of a pressing and rubbing operation that smoothes, polishes, deforms, and hardens metal. But you have to be careful not to cut yourself - the machinist's scrapers are sharp!

how effective is it at deburring silver?

It is a machinists scraper so it can deburr most metals, silver is kind of soft so care should be taken when using this tool. If you are making jewelry I would suggest using fine emery cloth instead so you do not gouge the material, Hope that helps.

Length of the straight portion of the blade? And how flat? Any defects?

Blade length is 2.95 inches blade is visually flat on a surface place until 2.2 inches from handle. Hope this helps.
