What's the height of the easel at the shortest position? The manufacturer specs say 100" - is it really 8.3 feet at the shortest?

It depends on how tall you are and where you want to position it. I'm 5'3", and standing, it's about 96".You can shave a few inches by removing the casters or sitting on a low stool to work. It's a greatpiece of equipment.

Does the shelf unit move independent of the back support. I have limited ceiling height and often work on small canvases.

It is separate but the central mast rests on top of the shelf unit, so when you raise the shelf it raises the mast. You could cut the bottom portion of the mast off to fit in tighter spaces but, other than that, it is a very tall easel and not the best choice for small canvases or low ceilings. It's really pretty good for the price, otherwise.

could this be used to support a large flatscreen tv?

If it was a light weight TV maybe, but that is not really what it is made for. I would be cautious of leaving it on there.
